29 March 2006 WG 20 Meeting notes - Leuven

Notes of the WG20 face to face meeting in Leuven, Belgium on 29 March 2006.

Present: Claude Ostyn (Chair), Scott Lewis (Technical Editor), Rolf Lindner, Christian, Luk Vervenne, Theo Mensen, Mustafa Jarar.
Connected via teleconference for at least some parts of the meeting: Peter Greene, Ander Garcia Gangoiti (unfortunately the record of teleconference participants is not complete).

Claude gave a summary of the status of 1484.20.1, which is just about to enter the formal balloting process.

Discussion of future work

  • Luk proposed to start working on standardization of a simple competency map.
  • Claude asked for suggestions and requirements for other work. Reported that Wayne Hodgins has stated a requirement for a profile for learning objectives based on RCD standard. Such a profile might be a recommended practice rather than a standard
  • Other ideas for small, manageable standards projects include: competency evidence records, competency records, XML binding for RCD.
  • Theo pointed out that European Employment Services are badly in need of interoperability of competencies, whatever that means. Also need standard way of building competency profiles.
  • Discussion of scope and terminology for competency maps, which some prefer to call competency profiles or competence profiles. Claude: Competency maps probably should represent small parts of competency models instead of entire models because maps become to complex to be useful if they get too big.
  • Claude: There appears to be a consensus that some sort of reusable competency map standard is worth doing, whatever that is actually called, map, profile or some other term. Need a PAR. The eligible WG members present took a vote on whether to draft a PAR for such project = 4 for, 0 against.

  • Theo requested a roadmap on how to produce an IEEE standard. Action item for Claude and Scott: See if there is one on an IEEE site, else write a short one.
  • Claude: We still need to look into specifications for competency records and competency evidence records. To be discussed in future meetings.
  • Action item for Luk: Luk agreed to research the best times for regular conference calls for the WG to work on the map/profile PAR draft and other work items. Those times should be reasonably workable for people in the US and Europe.
